QUICK ANSWER

WHAT DOES EXW MEAN?

Under EXW (Ex Works), the seller delivers by placing the goods at the buyer's disposal at the named place — commonly a factory, warehouse or other agreed location.

The seller does not have to load the goods onto the buyer's collecting vehicle and does not have to clear the goods for export. From the agreed delivery point, the buyer takes on most transportation, customs, cost and risk responsibilities.

EXW CAN BE USED FOR ANY MODE OF TRANSPORT EXW can be used for road, rail, air, sea or multimodal transport. However, for international exports, FCA may be more practical when the seller can load the goods and complete export clearance.
01

SELLER MAKES GOODS AVAILABLE

Delivery occurs at the named place when the goods are placed at the buyer's disposal.

02

BUYER ARRANGES PICKUP & EXPORT

The buyer normally organizes collection, loading, export formalities, main freight, import clearance and final delivery.

03

RISK TRANSFERS EARLY

Risk transfers when the goods are made available at the named EXW delivery point, before international transport begins.

RESPONSIBILITY SPLIT

WHO DOES WHAT UNDER EXW?

EXW gives the seller one of the lowest levels of logistics responsibility among the Incoterms® 2020 rules.

SELLER

LIMITED DELIVERY OBLIGATION

  • Provide the goods according to the sales contract
  • Provide the commercial invoice or agreed evidence
  • Package and mark the goods as required for the sale
  • Make the goods available at the named place
  • Provide reasonable assistance with information or documents when required
  • Does not have to load the buyer's collecting vehicle
  • Does not have to complete export customs clearance
BUYER

MOST LOGISTICS RESPONSIBILITY

  • Collect the goods from the named EXW location
  • Arrange loading onto the collecting vehicle
  • Arrange origin transportation
  • Complete export clearance where applicable
  • Arrange main international freight
  • Handle import clearance, duties and taxes
  • Arrange destination transportation and final delivery
  • Bear risk after the goods are made available
RISK TRANSFER

WHERE DOES EXW RISK TRANSFER?

EXW transfers risk very early. The key point is the named place where the seller makes the goods available to the buyer.

SELLER RISK Goods Prepared At seller's location
→
RISK TRANSFER EXW NAMED PLACE Goods made available
→
BUYER RISK Pickup & Loading Collecting vehicle
→
BUYER RISK Export + Main Freight International transport
→
BUYER RISK Import + Delivery Final destination
THE SELLER DOES NOT HAVE TO LOAD THE COLLECTING VEHICLE.

If the seller does load the goods in practice, the parties should make responsibilities, cost and risk clear in the sales contract rather than assuming the loading operation is automatically part of EXW.

CHINA SOURCING

HOW DOES EXW SHIPPING FROM CHINA WORK?

EXW is common when a Chinese supplier quotes only the product at the factory or warehouse and the buyer wants a freight forwarder to take control from pickup onward.

01 SUPPLIER PREPARES CARGO

The supplier packages the goods and confirms the pickup location.

02 BUYER / FORWARDER ARRANGES PICKUP

A truck or other collecting vehicle is coordinated to the EXW location.

03 CARGO IS COLLECTED

The buyer side takes control from the agreed EXW delivery point.

04 EXPORT FORMALITIES ARE HANDLED

The buyer side must ensure the export process can legally and practically be completed.

05 INTERNATIONAL FREIGHT DEPARTS

Sea, air or express transport can be arranged depending on the shipment.

06 IMPORT & FINAL DELIVERY

Customs clearance, DDP options and door delivery can be arranged as appropriate.

IMPORTANT FOR INTERNATIONAL TRADE

EXW CAN CREATE EXPORT-CLEARANCE PROBLEMS.

Under EXW, the buyer is responsible for export clearance where applicable. In a cross-border sale, that can be difficult if the buyer is not established in the exporting country or cannot complete local export formalities.

If the seller can handle export clearance, FCA may be a cleaner and more practical structure for many international shipments.

ASK BEFORE USING EXW WHO CAN LEGALLY CLEAR THE EXPORT?
DO NOT CHOOSE EXW ONLY BECAUSE
THE SUPPLIER'S PRICE LOOKS LOWER.
PRACTICAL ALTERNATIVE

EXW VS FCA: WHICH ONE FITS?

Both terms let the buyer control the main carriage, but FCA moves several important origin responsibilities to the seller.

EXW

GOODS MADE AVAILABLE

Seller makes the goods available at the named place. Seller does not have to load the collecting vehicle or clear for export.

EXPORT CLEARANCE BUYER
FCA

SELLER DELIVERS TO CARRIER

Seller delivers to the buyer's nominated carrier according to the named-place rules and completes export clearance.

EXPORT CLEARANCE SELLER
INTERNATIONAL EXPORT?

ICC guidance notes that EXW is primarily suitable for domestic trade. Where the buyer expects difficulty completing export clearance, FCA should be considered.

QUICK COMPARISON

EXW VS FOB, CIF & DDP

FOB SELLER DELIVERS ON BOARD

Seller clears export and delivers on board the vessel; buyer controls main freight.

CIF SELLER PAYS FREIGHT + INSURANCE

Seller pays ocean freight and required insurance to the named destination port.

DDP SELLER TAKES MOST RESPONSIBILITY

Seller handles transport and import-side obligations to the named destination.

BUYER PERSPECTIVE

PROS & CONS OF EXW

POTENTIAL ADVANTAGES
  • Buyer can choose and control the freight forwarder
  • Useful for multi-supplier consolidation
  • Buyer can compare sea, air and express options directly
  • May provide clearer visibility over logistics costs
  • Works well with a capable local forwarder at origin
POTENTIAL DRAWBACKS
  • Buyer takes risk very early
  • Buyer must arrange loading unless separately agreed
  • Buyer is responsible for export clearance
  • Foreign buyers may face practical export-compliance difficulties
  • Unexpected origin charges can reduce the apparent price advantage
MULTIPLE SUPPLIERS?

EXW CAN WORK WELL WITH CONSOLIDATION.

When you buy from several factories, a freight forwarder can collect EXW cargo from multiple suppliers, bring it to a China warehouse, consolidate shipments and arrange one international movement.

HOW SHOULD EXW BE WRITTEN?

State the named place and, where possible, the precise pickup point. Avoid writing only “EXW China,” which can leave the delivery location unclear.

COMMON QUESTIONS

EXW INCOTERMS FAQ

What does EXW mean in shipping? +

EXW means Ex Works. The seller delivers by making the goods available to the buyer at the named place. The buyer then takes on most transportation, cost, customs and risk responsibilities.

Does the seller load the truck under EXW? +

Not as an EXW obligation. The seller is not required to load the goods onto the buyer's collecting vehicle. If loading is handled by the seller in practice, the parties should clarify the arrangement contractually.

Who handles export customs clearance under EXW? +

The buyer is responsible for export clearance under EXW where applicable. This is one reason FCA can be more practical for international exports.

Does EXW include shipping? +

EXW does not require the seller to arrange the main transportation. The buyer generally arranges pickup, origin transport, international freight and destination delivery.

Can EXW be used for air freight? +

Yes. EXW is one of the Incoterms® 2020 rules that can be used for any mode or combination of modes, including air freight.

Is EXW suitable for international trade? +

It can be used, but ICC guidance notes that EXW is primarily suitable for domestic trade. International buyers should check whether they can legally and practically complete export clearance in the seller's country.

What is the main difference between EXW and FCA? +

Under EXW, the buyer handles export clearance and the seller does not have to load the collecting vehicle. Under FCA, the seller completes export clearance and delivers according to the agreed FCA place.

Does EXW determine ownership of the goods? +

No. Incoterms® allocate delivery obligations, costs and risk. Ownership or title should be addressed separately in the sales contract and applicable law.
